Program Analyst (Community Development)

Position: Program Analyst Sector: Community Development/Non-profit Location: Edmonton, Alberta Terms: One full-time position available (Immediate start in November or December 2022 available) Compensation: $33-35/hour Agency Information Action for Healthy Communities Society of Alberta (AHC) is a non-profit charitable organization working in Edmonton since 1995 to strengthen community capacity and build healthier and stronger communities.

The agency’s mission is to foster individual and group participation and action to improve the comprehensive and holistic health of diverse communities.

AHC facilitates community development supports.

We engage with equity-seeking individuals and groups using community development approaches and lenses of intersectionality to identify and address barriers.

We aim to build capacity through increased and strengthened knowledge, skills, and social capital of individuals, families, and communities.

These strategies all aim to enhance social determinants of health, reduce poverty and vulnerability factors, and respond to social issues that impact safety and well-being.

Position Summary The incumbent will be the primary lead for evaluation support at AHC, working across the organization with leaders and program teams to lead the development and implementation of an organization wide evaluation and outcome measurement framework, and program evaluation plans.

They will also work with colleagues in the Community Development Unit to develop tools to support community groups with evaluation and outcome measurement of their community initiatives.

This position facilitates the design, creation, and implementation of evaluation and outcome measurement tools to support a wide variety of evaluation needs.

They work with each program team to identify evaluation gaps and outcomes measurement needs; and thereafter, work with the teams to establish evaluation/monitoring strategies and directly support program specific implementation of the AHC evaluation framework.

Responsibilities in this area include the creation of program evaluation plans and related implementation tools/resources, monitoring programs’ data collection and synthesis, support with designing reporting processes, identifying opportunities for improvement in various program delivery aspects, and ensuring alignment of all evaluation plans with AHC’s organization wide evaluation framework.

They will work with colleagues across the organization including the Community Development Trainer to identify and facilitate evaluation learning and support needs.

This position will also lead AHC’s data collection and management efforts, and implement processes to turn data into intelligence that can be used in AHC decision making, to support grant proposals, and to support reporting for varied purposes.

They will also work with colleagues and stakeholders to mobilize and disseminate the knowledge about social trends that is gathered through AHC’s work so this information can be used outside the organization to impact systemic change.

This position is within AHC’s Community Development Unit and reports to the Manager, Strategic Community Initiatives.

Key Responsibilities Establishment, strengthening and maintenance of the AHC’s Evaluation and Outcomes Measurement Framework In collaboration with colleagues and leadership across AHC, lead the design and development of AHC’s Evaluation and Outcomes Measurement Framework.

Based on AHC’s Community Development Framework, AHC’s Evaluation and Outcomes Measurement Framework, and through consultations with program teams, develop evaluation and monitoring systems at the program level, with clear measures for monitoring, knowledge mobilization, and reporting.

· In consultation with programs, develop annual comprehensive evaluation plans including an outline of the tasks, timelines and resources/tools required, and facilitate formal and informal supports for the implementation of the AHC Evaluation and Outcomes Measurement Framework.

· With support from the Manager and the Community Development Trainer, establish plans to address internal capacity building needs to ensure the whole AHC team are well equipped to implement the evaluation framework and AHC’s strategic plan, and to enhance the evaluation and learning culture within AHC.

Ongoing creation, refinement, and implementation of measurement tools Engage program teams to develop and/or revise logic models for their respective program activities in alignment with the AHC Evaluation and Outcomes Measurement Framework.

Work with programs to identify and develop required measurement tools.

In collaboration with Community Development Trainer, develop evaluation training and learning materials.

With support from the Manager and the Community Development Unit, implement participatory monitoring and evaluation process for external Community Groups we work with on capacity building.

AHC data management and analysis
· Create and manage AHC’s master data framework (in alignment with AHC’s strategic plan, Evaluation and Outcomes Measurement Framework, theory of change, and program logic models to have an integrated information management system for outcomes measurement).

· Manage and design reporting environments, including data sources, security, and metadata.

· Champion the effective data utility and data quality of AHC’s reporting application (Apricot), review, analyze, aggregate, and monitor data and information.

· Liaise with program teams to ensure tracking of evaluation and other program data in Apricot is accurate and consistent, to facilitate creation of reports.

· Utilize existing digital applications in an integrated manner to generate reports and optimize utility and data quality.

· Provide technical expertise to support the development of data analysis frameworks.

· Provide end user training on reports creation, dashboard creation, and confidentiality.

Administration and reporting
· Present quarterly evaluation results to leadership team to inform organization-wide and program specific decision-making.

· Assist program teams in producing targeted and effective outcome-based reporting to management, funders, targeted stakeholder groups and for the general public.

Knowledge mobilization, knowledge dissemination, and fund development
· Use quantitative and qualitative data to create narrative stories about the experiences of community and the impact of AHC’s work.

· Use data to create knowledge that can be shared through conferences, publications, and through other means (for varied audiences) to raise awareness of identified trends and community needs.

· With support from the Manager and in collaboration with programs, track community needs and trends, and conduct research (e.g., focus groups) to further analyze and understand trends.

· With support from the Manager, create collaborative working groups with external stakeholders (e.g., academic institutions, other agencies, government partners) to conduct research and/or discuss findings related to broad social and economic trends.

· Generate evidence (quantitative and qualitative) and knowledge to support proposal development.

· Coordinate grant proposal development.

Required Qualifications, Experience and Competencies Qualifications and experience Bachelor’s degree in, economics, statistics, data science, mathematics, social work, public policy or related field required.

Masters degree preferred.

· Minimum 3 years’ experience in evaluation and outcome measurement, data collection processes, data management, data collection systems, data analysis, and report writing is required.

5 years’ experience preferred.

Evaluation designation is an asset.

· Requires management skills and abilities in data analysis and insight generation, as well as translation of complex issues into actionable efforts.

· Ability to work in a fast-paced environment and juggle multiple priorities, and able to react and adjust quickly to changing conditions.

· Excellent communication skills, including writing, speaking, and public speaking
· As AHC primarily supports newcomer and other equity seeking populations, awareness of the barriers these communities experience paired with cross cultural sensitivity is necessary.
